Within three months of the adoption of a Parliament resolution, the Commission shall inform Parliament in writing of the measures addressed to it following specific requests made in Parliament`s resolutions, including in cases where it has not been able to follow Parliament`s views. This period may be shortened if a request is urgent. It may be extended by one month if a request requires more complete work and this is duly justified. Parliament will ensure that this information is widely disseminated within the institution. As part of the consultation and reflection process leading to the introduction of the review, the Commission undertakes to use the in-depth exchange of views with the European Parliament to analyse the situation. The Commission also takes note of the European Parliament`s intention to convene a conference with the participation of the European Parliament and the national parliaments on the revision of the system of own resources. It will consider the results of such a conference as a contribution to this consultation process. The Commission`s proposals shall be the sole responsibility of the Commission. If, in accordance with Rule 90(4) of its Rules of Procedure, Parliament adopts a recommendation on the matters referred to in paragraph 28 and decides, for important reasons, that it cannot support such a recommendation, it shall explain the reasons thereof to Parliament at a plenary sitting or at the next meeting of the competent parliamentary committee. The financial framework is set out in Annex I. It constitutes the reference framework for interinstitutional budgetary discipline.

The Interinstitutional Agreement is based on the Treaty on European Union (TEU) and the Treaty on the Functioning of the European Union (TFEU). In parallel with the presentation of its transfer proposal, the Commission will initiate a trilogue procedure, if necessary in a simplified form, in order to obtain the agreement of the two arms of the budgetary authority on the need to use the reserve and the necessary amount. Transfers of appropriations shall be made in accordance with Article 26 of the Financial Regulation. As regards the annual discharge referred to in Article 319 of the Treaty on the Functioning of the European Union, the Commission shall forward all the information necessary for monitoring the implementation of the budget for the year in question and requested by the chairman of the parliamentary committee responsible for the discharge procedure provided for in Annex VII to Parliament`s Rules of Procedure. Financing of expenditure under fisheries agreements Before making financial commitments at donor conferences concerning new financial commitments and requiring the agreement of the budgetary authority, the Commission shall inform the budgetary authority thereof and examine its observations. . . .
